When performing an upgrade that skips multiple major releases, there is a "Skip Software Version Upgrade" feature that allows skipping up to 3 software versions.

When defining the upgrade path, the ability to skip versions should be taken into account.

Additional context

This was discovered when the customer was migrating from 10.1 to 11.1.3-h3. The upgrade path identified via XSOAR was 10.2.10-h3, 11.0.5-h1, 11.1.3-h3. The customer was able to upgrade directly to 11.1.3-h3 via panorama. This could also help reduce the instances related to #40
