Should the rate method on algorithms be renamed get_rate? #2681

get_rate would be more consistent with set_rate_BC. On the same idea, would there by any value to adding a get_value method? This would simply just reach into the quantity array and get the solved values at the given locations, but might be a convenient wrapper.
