Cumulus is developping essentially by cumulus.dev, but in continuing a work started by Andrei (developer of C++ RMTP Server) and Key2 on handshake stage. The other actors who have made this project possible are the wonderfull POCO cross-platform framework, the powerfull LUA script engine, and finally the unbeatable OpenSSL cryptology framework.
