Is there a document how to set up an instance of Openparliament TV?

I download the platform, then I run composer update, rename config.sample to config, set root uri, mail from, where do I get the database from or is there a command to migrate it up? Do I need parsers, conductor, NEL(?) and/or data service at all?

We are currently in a heavy re-implementation phase and many steps to set up an Open Parliament TV instance are not yet documented, neither is the database model. We are working on that, but it will take some time. Currently everything is in flux and far from usable "as is".
