Start EOEPCA 'federated orchestrator' documentation repo

The aggregator is an important component in the eoepca federated orchestrator, and needs to be documented.

Things to cover:

• General description
• How to deploy (using helm charts + argocd created in eoepca)
• Configuration options

We probably first want to set up docs in openeo-aggregator repo and just link to these from EOEPCA docs
