Host a local copy of the NAMASTE specification on the OCFL website

Editors discussed the idea of hosting a copy of the NAMASTE specification on the OCFL website because it has long been gone from its original UCOP wiki location and not the ark: resolves to the Internet Archive.

Reached out to John Kunze (author of Namaste) and he confirms that it is fine to host a copy:

No problem hosting a copy of the spec on the OCFL site. Please let me know if any other specs that could use shoring up.
