tengine-lite/source/device/cpu/op/prelu/cortex_a/prelu_kernel_arm.c中，默认prelu算子的sclope个数等于input_c，但是实际上存在全局sclope_tensor->element_num == 1场景，会出错。
prelu_ref.c中则有进行相应的判断
