mesa star_log file missing with read-only data repo

When trying to create a star_log or history_data mesa instance from LOGS dir the code will try to create an sa version in that LOGS dir if it does not yet exist. In read-only data repos, such as on astrohub or wendi, this will not be possible. In that case create sa version locally.
