Extend scripting and JS/TS integration testing with the capability to print a gas usage report (see hardhat-gas-reporter).

The heavy lifting will be done by EDR, but the information needs to be exposed in the relevant Hardhat processes (e.g. npx hardhat test, npx hardhat run).
