Geospatial aggregation has to be on administrative district not already in service calls data

In Damon's data challenge he counts service calls by borough, which technically meets the requirements of the data challenge as we wrote it. But this implementation doesn't require any geospatial operation, so we should clarify that they need to choose an administrative boundary that not already assigned to each record.
