sky light stop working #26

Going from dxvk-remix-0d8df57-103-release to dxvk-remix-c988221-104-release causes skylights to stop working .
the video shows the problem with skylight texture adding (no light)

get build 103 and 104 from
https://github.com/NVIDIAGameWorks/dxvk-remix/actions/workflows/build.yml?page=4
start game (the start map)
make sure sky is using the sky settings
use 103 then 104
Not sure why these changes(104 Merge branch 'dev/adunn/optimization_dont_process_raster_state' into …) were allowed to strips out a working function instead of adding to a new feature " like sky2" to favor lightspeedrtx.
