Zoom and translate maps

Problem

If a person is interested in a specific region of CONUS, it is hard to make out the details of that region because the map always displays CONUS in its entirety.

Solution

Support zooming and translating the maps.

• Zoom and translate controls must work with a mouse and with a touch interface
• Need to be able to reset zoom and translate
