GO project to convert MET stat files to JSON files matching new MET schema.
Variable names and units will be mapped using a JSON configuration file

Per discussion with Molly, we have decided to use epochs for
"FCST_VALID_BEG",
"FCST_VALID_END",
"OBS_VALID_BEG",
"OBS_VALID_END",
