Add SPP support for G-F deep convection parameterization

Description

The code to add stochastic parameterization perturbations (SPP) to G-F deep convection parameterization is in place but is not connected to the random patterns generated. Support to add the SPP for G-F deep Cu is needed.

Solution

Stochastic patterns are generated and passed to mass transport, vertical mass flux profile and closures in G-F deep convection scheme

If applicable, add a description of any alternative solutions or features you've considered.

Testing:

Tests were performed on Hera by adding a new entry to SPP. This PR is not expected to change any baseline.
