Provide a consistent structure for requested information for ARAs and KPs

if we leave it up to each team, I think we will end up with wildly different info from each ARA/KP, and that will result in a confusing experience for newbie developers. I suggest we ask for each team to fill out a standard (and relatively small) set of information. e.g., Installation instructions, public instances, example queries, link to issue tracker, etc.
