I don't have an answer for this, but I'm seeing persistent failures like this: https://github.com/quicwg/base-drafts/actions/runs/6937664998/job/18872131983

The basic problem seems to be that the API is getting a garbage request. Maybe there is something that we can do differently, but the problem seems to be transient, but then it seems very sticky.
