What problem does your feature request solve?

In cases like #827 the version of GitHub Actions actions we are using can change out from under us, and break things. This is undesirable.

Describe the solution you'd like

We should be pinning to specific commits, and testing changes ahead of accepting them.

Describe alternatives you've considered

Do nothing, and suffer the pain of GitHub's release process.
