Considerations:

  1. We must retain the ability to index and search record document data.
  2. We should partition records by Job or Record Group or something.
  3. There may be a pre-existing widget to migrate from MongoDB to Postgres, which would be super neat.

We maybe want to wait for the Ansible -> Docker dust to settle before going "oh by the way, changing databases"
