MSCL-Utility Parse Timestamp str #5

The function "MSCL-Utility Parse Timestamp str" does not work when the system has "," as decimal point.

Now the format string is: %d-%d-%d %d:%d:%12f

And should be: %d-%d-%d %d:%d:%.;%12f
