This will allow us to...

decouple the reference from the order in the menu (see Add "weight" option to alter alphabetical sorting of word keys/phrases kss-node/kss-node#142 )
link to other sections without having to worry about maintaining those links

This is not fully supported in kss-node 2.0.1 which is the current version that grunt-kss depends on.

Consider this blocked until #72 is fixed.
