Limitador will not start up with the limits example documented at:

https://github.com/Kuadrant/limitador/blob/main/doc/server/configuration.md

Limitador Server v1.4.0-dev (7cdced4b-dirty) ["+distributed"] debug
Failed to load limit file: Invalid limit file: Couldn't parse: invalid type: map, expected a sequence
