The Docker images we are using for KG-Hub graph builds on Jenkins all have Python 3.9 installed, which is leading to some incompatibilities (e.g., Knowledge-Graph-Hub/kg-microbe#256) and will hit EOL about a year from now. It's time to make a new one.
