Use case: I have a dump of one collection, and want to load into some server.
Currently, the whole server is scanned (every bucket, every collection...) whereas it is completely unnecessary, inefficient and confusing

You can already use --force to avoid that.

What if I don't want to force :)
Then it doesn't make sense because we can't detect conflict without looking at the collections and records first.
