Parts Browser descriptions overwrite RO engine config descriptions

As mentioned in #2308, the "description" field in the Parts Browser overwrites engine config descriptions in RO. Seeing as these should really be maintained by RO, and the "description" field doesn't do anything at all to parts, this functionality should probably be removed?

I, for one, would prefer the description field to not effect the .cfgs at all, and simply be retained as a way to store sources and author's notes for part configs.
