Odd behavior with the Locale Table...

I'm planning to address this after the release of 1.5!

Currently there are no real negative effects of the current behavior.

My plan is:

Force a locale to be present in the table before it can be used in messages
Use this to display statistics on locales
generate a bstats chart for language accessibility
a whole new app for inputting the translation (not now)
