It cannot connect to the localhost:9092

I am trying to connect to the Kafka server. It installed in debian VM.
The TestHarness Program.cs code is
...
var options = new KafkaOptions(new Uri("http://192.168.0.59:9092"))
{
Log = new ConsoleLog()
};

But it tries to connect to localhost too. Why? I have Kafka at this address only.
