Streaming Payment should only show in the action list and Payment group when extension is installed

Steps to reproduce

On the feat/streaming-payments-ui branch

1. Load a Colony where the streaming payment extension is not installed
2. Open the action list

Expected behaviour

• Streaming Payment action should not appear as extension is not installed

Actual behaviour

• Action appears in the list

The action also does not appear in the payment group whether the extension is installed or not. This issue also includes showing the streaming payment action here only when the extension is installed.

This should be tackled after #3568 has been fixed, merged and this feature branch rebased in case it changes how these groups are handled.
