[Noetic] Removal of unnecessary packages from catkin_ws #276

Currently, there are a lot of packages installed in catking_ws which make the build process slow and aren't needed as such.

These packages sometimes come along, when cloning other packages from the source
https://github.com/JdeRobot/RoboticsInfrastructure/blob/noetic-devel/scripts/.rosinstall
