There is a rounding error with timestamps somewhere that causes sync output to break in some edge cases

e.g. this scenario
30fps clip, 24fps clip
clip2 timestamp 0:00:08.425 is matched to clip1 timestamp 0:00:08.408 (17ms apart) even though clip1 timestamp 0:00:08.441 (16ms apart) would be closer.
