Lock button for black hole tanks

Currently you can only set a fluid filter for a black hole tank by using a bucket or other item containing the liquid, you cannot drag a liquid in from jei, this is problematic when you first setup a tank.

It would therefore be nice if you could drag something in from jei, or be able to have a "lock" button similar to the plant sower to set the input slot to whatever liquid (even if its just 20 mb, aka not enough for a bucket) is currently in it:

At the moment i just set the rs external storages busses to fluid + whitelist mode, but that makes setups problematic to move.
