Initial Release of Code

First Release

This is the initial release with a very simple implementation of the Synaptic library with a React and Typescript conversion of the demo given on the Synaptic home page. This will be expanded on in future releases to give more functionality and get the Neural Network to do more interesting tasks such as get the Creatures to search for food.
