Add ability to config AC to restrict to a particular ontology

currently makes calls like this:

https://www.ebi.ac.uk/ols/api/select?allChildrenOf=http://purl.obolibrary.org/obo/PO_0009011&fieldList=iri,label,short_form,obo_id,ontology_name,ontology_prefix,description,type&q=leaf&rows=15&type=class

the config should allow per ontology to prefix on

ontology_name
or
ontology_prefix

As described here, adding the parameter local=true should solve the issue.

The call will be:
