Suggestion: lock the ai firing control to leadership roles

the amount of times I see new players go into the smac and disable the ai firing control letting urf or covvies destroy the mac with simple ship weapons is embarrassing. locking the smac ai firing control similar to the cargo console will stop randoms from instantly messing with the defenses. it will also allow us to find out who keeps turning it off.
