URF AI can only access URFC comms

Description of issue

URF AI cannot access URF comms - they can only access URFC comms. This means they can only communicate with SOE Commandoes. This has been so far observed in the Revolution gamemode, so I'm unsure if this occurs in other gamemodes/maps where URF AI is available.

Difference between expected and actual behavior

URF AI should be able to communicate on all comms available to the URF.

Steps to reproduce

1. Spawn as URF AI
2. Attempt to communicate with your teammates
