[Apply page] Handle identity expiration/unauthorized error

An applicant might log in to the site, begin working on an application, and not complete it within the user identity expiration time (currently 1 hour). During the form submission, if the response status code is 401, inform the user in the toast message to sign in again in another tab and then try submitting again.
