Deployment updates

Updates primarily regarding deployment:

1. Update the dockerfile to not error when loading modules
2. Update the spack file to depend on hermes_shm and not repeat dependencies
3. Update CMake to only search for hrun_client to reduce confusion across cmake versions
4. Add back dockerhub to github action
