What
Add a new TOP/WAILA/HWYLA integration for single block battery buffers to show their input and output rates.

Truncating with SI prefixes due to beeg numba

Doesn't truncate for small numbers
Potential Compatibility Issues
None that I know of, besides a possible merge conflict with my Active Transformer PR.
