R&D on green coding practices

There's been some discussion on whether you can create greener code and whether the language or design patterns are relevant in our efforts to reduce carbon. There's also been some discussion around if it's all driven entirely by the hardware and are not affected by the software at all.

I'm proposing we create a project to review this and make a determination.
