Requests an exemption to battery optimization when enabling remote verification

Closes #281

Note - I've read online that Google can be a little fussy with apps that request this permission. So, please keep in mind that they may give you trouble when reviewing the next update.

That's why this was never done and it was added as a built-in exception in GrapheneOS instead. I'm not sure what will happen if we include it. We probably have to submit a form justifying it and I haven't felt like doing it.

I expect simply including the permission in the manifest is what triggers review and needing to submit info.

Yeah I've seen that happen when requesting foreground permissions as well
I've also heard that they can request you send a video which sounds like a hassle

Either way, the code is here if you ever feel like it's worth the effort
