Tentative process:
- get a proposal number
- fork this repo
- create subfolder for your artifacts:
GraphBLAS_proposals/<LANGUAGE>/P<proposal number>_<descriptive_title> - add your proposal content to this folder
- submit a pull request
- schedule a review with committee
- modify, rinse and repeat until accepted
