Most Dict files are not compiled by default, so you have to include paths to their source directories separately (e.g. gf-rgl/src/english/).
The reason is that they have not yet been considered to be a stable part of the RGL. Most of them are very bulky, and many of them are automatically extracted from other sources and have not been quality checked.
But this is clearly an issue that should be resolved. DictEng, for instance, is rather stable and frequently used.
