Automate Lets Encrypt Certbot SSL creation noninteractively if network reachable

As a user installing GovReady-Q using govready-deployments, I'd like to automatically get the SSL certificate installed if I'm on the public internet.

• Gather information relevant for SSL
• Check if Internet is accessible
• Run certbot non-interactively
