NCP review process of disagreement with 1+MG DAC recommendation

Detailed Description

The SOP should outline the process for resolving disagreements between a National Coordination Point (NCP) and the 1+MG Data Access Committee (DAC) when the NCP disagrees with the DAC’s recommendation for approving or rejecting a data access request (possible outcome of SOP0003). The procedure should specify:

1. Notification of the disagreement to the relevant stakeholders.
2. Initiation of the review process, including timelines and escalation procedures.
3. Steps to facilitate communication and consensus building between the NCP and the DAC.
4. Final decision process, including who has the authority to resolve the disagreement.
5. Documentation and communication of the final decision to all relevant parties, including the data user.

Motivation

There is currently no standardized procedure for resolving disagreements between NCPs and the 1+MG DAC, which could lead to inconsistent handling of data access requests. Establishing this SOP will ensure that all stakeholders follow a clear process, minimizing delays and ensuring fair decision-making.
