Why is this required over not having it? It is preferred to not customise rates etc unless really needed

id like to add these cvar to config file as newbie server owner usually dont know the existence of the rate setting. even if they know, sometime they would put crazy value in it, i ever saw someone put 800k as minrate

Maybe we could comment out these cvar by default, server owner could opt in to enable and tweak these values, should this fine?
