Is this happening during normal execution? Or is this happening after a crash?
They should be deleted in regular execution in faultclass L631.
Also /tmp deletes all user files if the user is completely signed out of the system, so more of a nice to have.

This has happenend on one of our servers, where multiple users have access. We didnot yet look into the cause. For now it is just an observation.
