How to configure OSPF BFD on FRR 3.0.4

I installed an old version of FRR (v. 3.0.4) and can't figure out why ospf bfd is not working. How to turn it on correctly? I couldn't find user guide documentation for old version of FRR. Configuration:

I set zlog_debug for each OSPF BFD modules function, but it didn't help me figure out the reason. BFD sends the Zebra event without error, but no BFD packets are sent across the interface after that. I also want to note that zlog_debug does not work in ospf_bfd_init (ospf_bfd.с). Could this be a sign that the BFD is not initialized?

Try using new versions. FRR 3.x is unmaintained anymore.

I can't try new versions because my system has a very old kernel 2.6.31

I don't see you configured the BFD daemon at all. Can you show /etc/frr/daemons?

As far as I know, frr ver.3.0.4 does not have a bfd daemon.
I built frr using these instructions:

The /etc/frr/daemons file is not mentioned.

Can you explain to me why the kernel version matters? You should be able to compile FRR against even old versions of the linux kernel. If it does not work, give us the error message and maybe I can help with that

I found a commit mentioning adding BFD configuration commands to vtysh:

The fact is that my switch has very weak hardware, so I'm using a very old kernel and I have memory and library limitations. Therefore, the use of new FRR versions is impractical.
I set zlog_debug and found out that the zebra_ptm_socket_init function returns "Unable to connect to socket [Connection refused]". I was looking for old comments that mention ptm and found this commit:

Is ptmd necessary for BFD to work correctly in FRR 3.0.4? If so, is this daemon suitable
