it's not fully clear what do you mean by reaching users or what is the purpose of that ?

I have 2 views: the user's and the poi's. The poi is interested to provide his information to locals as well as to tourists. Many locals don't know, what their own town has to offer. Tourist don't know. The local language is Arabic, the tourists' language are many, for the tourists English should be good enough.
