Fix Deletion of Images in S3

Some conditionals weren't properly checking whether an image is a default when a deletion was requested. This release fixes that, and so old profile pics and thumbnails that are not the defaults should be deleted when new ones are uploaded.

Limit Event Chat Opening Window

Event chats will now only be available during a window of [event start time - 1 hour, event end time + 1 hour].

Events Improvements

Prevent chat from being used too far before or after start/end time of event.
Prevent new streams being scheduled or streamed if event has ended.
Keep ScheduledStreams past their TTL in database if they were part of an event, but remove any prerecorded video file from S3.
