On job failure, job-watcher doesn't fetch errors

When starting a job from the /jobs/:id page, the job-watcher component detects changes to the job itself and updates the UI when the state changes. When the job changes to an error state, the UI tries to display the most recent error.

But the UI does not have any data for the job-error until reloading the page.
