If a power adds to an existing power (e.g., Momentum -> Momentum Aura), remove the previous from the char sheet. This would require XP cost of all supplemental powers be bumped to include the XP cost of the previous item. Less a-la-carte, more skill tree

I think I see what you're getting at here, which might make character sheets a bit more straightforward.
Would we then include the original power in the description of the new power? So Momentum would then read for example: "as a free action, on your turn you can force an unwilling target to move within 1 space of you, or spend 1 FP and all targets within 3 spaces are forced to move?"
I think the XP cost would remain the same on the new power, and it would just require the pre-requirement Power in order to take the new Power. Then the new Power would overwrite the existing Power after the requisite XP was spent. We wouldn't want to merge the costs of the Power because then players who take the first Power would think it costs more to take the second Power.
